New York.
All Health Maintenance Organizations
("HMOs") in New York must offer 2 types of standardized comprehensive health
insurance plans to individuals. Both types of plans are managed care plans. One of these
is a traditional HMO plan. The other is a "Point-Of-Service" plan which gives
patients the option of picking a doctor or other health care provider outside of an
HMOs provider network.
The New York State Insurance
Department publishes the "New
York Consumer Guide to Health Insurers". The Guide can be downloaded from the
Departments website in Adobe Acrobat format. If you do not have the Adobe Acrobat
reader there is a link on the Insurance Departments website to Adobes website
where you can download this software for free.
Also available on the Insurance Department website are the Premiums
charged by different HMOs for these standardized health plans. The premiums are also in
Adobe Acrobat format.
The New York State Health Department publishes "1998 Quality Assurance Reporting Requirements A Report on Managed Care
Performance" which contains comparative information on various quality
measures reported to the Department by New York commercial and medicaid managed care
plans.This Report Card can
be downloaded from the Departments website in Adobe Acrobat format. If you do not
have the Adobe Acrobat reader there is a link on the Health Departments website to
Adobes website where you can download this software for free.
New York State's Child Health
Plus program subsidizes the cost of private health insurance for lower
income families. Read the article on Child Health Plus from our
April 1998 newsletter which has been updated to reflect recent legislative changes to the
program.
Texas.
The Texas Department of Insurance publication "Insurance
for Texans With Disabilities" discusses various protections
available under Texas law for people with disabilities and the circumstances under which
insurers can deny coverage or apply exclusions for pre-existing
conditions. Information is
also provided on filing complaints against insurance companies and the Texas Health
Insurance Risk Pool which may be able to provide coverage if an individual cannot
obtain private health insurance. Telephone numbers for contacting the
Department and other organizations are also provided.
